Arbitrary file read via unchecked import base path

Path traversal in Moodle LMS 3.9 through 3.9.14, 3.11 through 3.11.7, and 4.0 through 4.0.1 allows attackers to read files. The Blackboard Six readdata() importer appends the XML assessment baseurl attribute to its temporary directory without PARAM_SAFEPATH cleaning. A teacher, manager, or administrator role can import the crafted lesson question package and disclose files readable by the web server.
