Stored cross-site scripting in Fork CMS before 5.11.0 allows remote authenticated users to inject JavaScript through publish_on_time. The kernel passes the configured charset to SpoonLibrary without lowercasing it, causing SpoonLibrary's XSS protections to fail on the crafted parameter. Exploitation requires high-privileged CMS access and user interaction, after which the stored script can expose or alter data available to the viewer's browser session.
