XSS via case-sensitive charset handling

Cross-site scripting in Fork CMS before 5.11.0 allows remote authenticated users to inject JavaScript through publish_on_date. Fork CMS passes an uppercase kernel charset to Spoon, causing Spoon's output-escaping protections to fail when the crafted parameter is rendered. Administrative privileges are required to store the payload, and separate user interaction triggers browser-side execution with limited data-read and content-modification impact.
