Crash and disclosure via unchecked cookie length

Heap-based buffer over-read in Mbed TLS before 2.28.1 and 3.x before 3.2.0 allows remote attackers to crash DTLS servers via malformed ClientHello. DTLS ClientHello parsing trusts the cookie’s declared length and reads past the message end, up to the cookie length, without first bounding it to the input buffer. Exposure requires MBEDTLS_SSL_DTLS_CLIENT_PORT_REUSE and a small MBEDTLS_SSL_IN_CONTENT_LEN; the over-read can crash the server or disclose data through a custom cookie check response.
