Process crash via unset debug information pointer

NULL pointer dereference in GNU Binutils readelf 2.38.50 allows local users to crash readelf by processing a crafted DWARF file. In dwarf.c, read_and_display_attr_value passes an unset debug_info_p output pointer to fetch_indexed_string and then dereferences it. The user must invoke readelf on the crafted input; the documented consequence is a process crash, not code execution or data access.
