Unauthenticated attachment disclosure via sessionless download

Broken access control in TestLink 1.9.20 Raijin allows remote attackers to download attachments through attachmentdownload.php. The endpoint passes flags to testlinkInitPage that explicitly permit execution without a session, then processes the requested attachment identifier. No login or user interaction is required; successful requests disclose stored attachment contents without altering them.
