Decoder hang via premature EOI marker

Infinite loop in JPEG::ReadInternal in libjpeg commit 842c7ba allows local users to hang a decoding process via a crafted JPEG file. Parsing an EOI marker as a frame header returns NULL, but StartParseFrame marks the header received and repeatedly returns NULL inside the decoding loop. A local user or application must open the crafted file; the demonstrated consequence is a persistent decoder hang without data disclosure or modification.
