Private-key passphrase disclosure via startup logging

Information disclosure in Couchbase Server 7.1.0 allows local users to read an encrypted TLS private-key passphrase from log files. When an affected non-Data service starts with optional encrypted TLS keys enabled, it writes the passphrase into its logs as a Base64-encoded string. Reading the secret requires log access; using it to decrypt traffic or impersonate the server also requires the corresponding private key.
