Simulation abort via oversized mcontrol action mask

Denial of service in RISC-V ISA Sim commit ac466a21df442c59962589ba296c702631e041b5 allows local users to end a simulation via crafted CSR data. MCONTROL_ACTION uses a six-bit mask although mcontrol.action is four bits wide, so a neighboring sizelo write stores an illegal action that reaches abort(). Exploitation requires local access that permits supplying CSR data to the simulator; the bounded consequence is termination of that simulation process.
