Route selection bypass via malformed query acceptance

Improper query validation in Zalando Skipper before 0.13.218 allows remote attackers to bypass query predicates via malformed requests. Skipper routed RawQuery values without first rejecting strings that net/url.ParseQuery treats as invalid, so QueryParam ignored a semicolon-terminated parameter. No authentication or user interaction is required, and the crafted query selects a fallback route instead of the route intended for the named parameter.
