Information disclosure via PCB parser buffer over-read

Out-of-bounds read in Siemens PADS Standard/Plus Viewer all versions allows attackers to disclose process memory via crafted PCB files. The PCB decoder performs an improper bounds check and reads past the end of an allocated buffer while parsing malformed file data. Exploitation requires a user to open an untrusted PCB file, and the documented consequence is disclosure within the viewer process.
