Outbound POST via CSRF-exposed HTTP endpoint

CSRF in Jenkins vRealize Orchestrator Plugin 3.0 and earlier allows remote attackers to send POST requests to chosen URLs. An HTTP endpoint performs the outbound request without requiring an inbound POST, so crafted content can invoke it through a victim's browser. Exploitation requires a victim with Overall/Read permission, and the bounded consequence is a Jenkins-originated POST to an attacker-chosen destination.
