Missing authorization in Jenkins Project Beaker builder 1.10 and earlier allows remote authenticated users to connect to attacker-specified URLs. A form-validation method omits the Overall/Read permission check and accepts a URL that the Jenkins controller then contacts. The gate is any account with Overall/Read permission; the consequence is server-side outbound access to the chosen URL, with no documented direct write or code-execution impact.
