Outbound connections via GET-enabled form validation

Cross-site request forgery in Jenkins Beaker builder Plugin 1.10 and earlier allows remote attackers to trigger an outbound connection. A form-validation method accepts requests without requiring POST, so a crafted page can make an authenticated browser submit an attacker-chosen URL. Exploitation requires user interaction and a victim session with Overall/Read permission; the bounded effect is a controller-side connection to that URL.
