Missing authorization in Jenkins Jianliao Notification Plugin 1.1 and earlier allows remote authenticated users to send HTTP POST requests to attacker URLs. The form-validation method omits a permission check and accepts an attacker-specified destination, causing Jenkins to issue the outbound request. Overall/Read permission is required, and the documented consequence is outbound request capability rather than direct code execution or data disclosure.
