CSRF via unchecked form validation

CSRF in Jianliao Notification 1.1 and earlier lets remote authenticated users with Overall/Read permission send POST requests to attacker URLs. A form-validation method omits a permission check and accepts requests without requiring POST, allowing cross-site requests to an attacker-specified destination. Exploitation requires a Jenkins account with Overall/Read permission and browser interaction, and the demonstrated impact is sending outbound HTTP requests rather than direct server takeover.
