Authenticated plugin removal via missing permission check

Improper access control in DataEase 1.11.1 allows remote authenticated users to uninstall arbitrary plugins through the plugin API. SysPluginController exposes POST /api/plugin/uninstall/{pluginId} without the plugin:uninstall permission check added by the patch. Any low-privileged account with API access can remove an installed plugin, changing application functionality reserved for administrators.
