Authenticated code execution via MIME-only upload validation

Arbitrary file upload in Barangay Management System 1.0 allows remote authenticated users to execute PHP code through resident editing. The resident.php image handler accepts a .php filename when multipart Content-Type claims image/jpeg, then stores it in the web-accessible resident/image directory. A privileged application login and access to the resident edit function are required; successful uploads execute with the web server's permissions.
