Daemon crash via Defender-removed ticket temporary file

Denial of service in Fossil 2.18 on Windows allows remote attackers to crash the daemon by submitting a malicious anonymous ticket. Fossil writes untrusted ticket content to a fossil_server_* temporary file, then fails to handle the file's removal by Defender and repeatedly retries until the process crashes. Exploitation requires Windows Defender to quarantine the temporary file and anonymous ticket creation to be enabled, leaving the Fossil service inaccessible.
