Privilege inheritance via stale username-keyed permissions

Incorrect permission management in Devolutions Server 2022.1 and earlier allows remote authenticated users to inherit another user's rights. Deleted accounts leave username-keyed permission assignments in the database, and account creation reuses those assignments for the same username. An authenticated user able to create an account with a deleted username gains that former account's permissions, including any higher access it held.
