Stored XSS via inline SVG attachment

Stored cross-site scripting in MantisBT before 2.25.5 allows remote authenticated users to execute JavaScript through a crafted SVG attachment. file_download.php renders the uploaded SVG inline in a browser tab rather than forcing a download, so embedded script executes in the attachment viewer's origin. The attacker must be able to add an issue or bugnote attachment, and exploitation requires a user or administrator to open it.
