Service degradation via globally cached RTT anomalies

Denial of service in Tor 0.4.7.1 through 0.4.7.7 allows remote attackers to degrade congestion control across all circuits. The time_delta_stalled_or_jumped logic cached network-driven RTT changes as a global monotonic-clock failure, allowing one endpoint's delay to suppress RTT measurements on other circuits. No credentials or user interaction are required; clients, onion services, and relays can suffer serious performance degradation without host compromise.
