Unauthenticated file disclosure via static path traversal

Path traversal in Rdiffweb before 2.4.10 allows remote attackers to read files outside its static directory through crafted URLs. The unauthenticated static handler joins URL path segments to its filesystem base and checks only that the resulting string starts with that base, without resolving parent-directory elements. A network-reachable static endpoint is sufficient; successful requests disclose readable files available to the service account.
