Weak password policy in password reset

Weak password requirements in Rdiffweb before 2.5.0a4 allow remote attackers to retain an old password through password-reset requests. The password form in page_pref_general.py accepted identical current and new values because it lacked an inequality check before calling user.set_password. An attacker able to submit a password-reset request can preserve a known credential, weakening password rotation without directly reading or modifying application data.
