Unauthenticated toolstack denial via file-descriptor exhaustion

Resource exhaustion in all versions of Xen Project XAPI allows remote attackers to interrupt the toolstack via network requests. Unauthenticated network traffic to the XAPI HTTP interface consumes file descriptors without an effective bound until the process reaches its limit. Exposure requires the XAPI listening interface to be reachable by untrusted clients; exhaustion blocks trusted connections and tasks that need file descriptors, including guest toolstack actions.
