Service interruption via unbounded P2M mapping allocations

Resource exhaustion in all Xen versions on Arm allows guest OS users to interrupt allocation-dependent operations through P2M changes. Removing pages backed by large second-stage mappings splits them into smaller mappings and draws the resulting page-table allocations from an unbounded global pool. Exploitation requires control of a guest on an Arm host; exhaustion blocks further Xen allocations, including guest creation, without itself crashing Xen or properly written guests.
