Improper access control in affected GitLab CE/EE releases allows remote authenticated users to alter approval rules through the API. The instance-level and group-level prevent-editing settings disable UI controls but fail to enforce the restriction at the API, so Maintainers can submit approval-rule changes. A Maintainer account and an enabled prevent-editing policy are required; exploitation changes merge-request approval requirements.
