Phishing redirects via unvalidated admin send parameter

Open redirect in the admin index handler in web2py before 2.22.5 allows remote attackers to redirect users through crafted URLs. The handler accepts request.vars.send as a redirect target without applying prevent_open_redirect, so external destinations pass through. Exploitation requires a user to open the crafted link; the redirect can send that user to an attacker-chosen phishing site.
