Unauthenticated user impersonation via client-side authentication

Improper authentication in Siemens Desigo CC, Cerberus DMS, and WinCC OA allows remote attackers to impersonate users. Affected client-server components trust authentication decisions made solely by the client when SSA and Kerberos are both disabled. Network access to that configuration is sufficient to act as another user and issue protocol operations without credentials.
