Restricted image access via omitted IP check

Access-control bypass in GitLab EE 14.2 through 15.2.4, 15.3 through 15.3.3, and 15.4.0 lets remote authenticated users pull proxy images. The Dependency Proxy authentication service grants read_dependency_proxy without applying the target group policy that enforces its IP allowlist. Exploitation requires group membership and a valid deploy token, and it permits image pulls from an address the group explicitly blocked.
