Denial of service via HTTP health-check bypass

Access-control bypass in GitLab 12.0 through 15.2.4, 15.3 through 15.3.3, and 15.4.0 allows remote attackers to interrupt service. In HTTPS-enabled Omnibus installations, NGINX includes gitlab-health.conf in the port 80 redirect server, proxying health paths before the catch-all redirect and without the IP allowlist. No account is required, and rapid repeated requests to the exposed health endpoint can deny access to the entire instance.
