Denial of service via cross-tenant group creation

Uncontrolled resource consumption in OpenStack Neutron allows remote authenticated users to cause denial of service through security-group queries. _ensure_default_security_group accepts an arbitrary project identifier from the list request and creates a default group without verifying tenant ownership. A valid tenant credential and repeated GET requests for invalid or foreign project IDs are required, and the resulting quota-bypassing group growth can exhaust service resources.
