Authenticated file read via unrestricted image URL

Arbitrary file read in WWBN AVideo 11.6 and dev master commit 3f7c0364 allows remote authenticated users to read host files via HTTP. The objects/aVideoEncoderReceiveImage.json.php handler passes the user-controlled downloadURL_image value through url_get_contents to PHP file_get_contents without restricting it to remote URLs, then stores the content at a web-accessible JPG path. The requester needs video-upload permission and must own the referenced video; successful access exposes any file readable by the web service, including configuration files containing database credentials.
