Username enumeration via password-reset response timing

Timing-based information disclosure in OTRS 7.0.x through 7.0.34 and 8.0.x through 8.0.22 allows remote attackers to identify valid usernames. The Request New Password handler takes measurably different time to respond when the submitted username exists than when it does not. No authentication or user interaction is required; repeated timing comparisons disclose account validity without reading account data directly.
