Local file disclosure via widened permissions

Improper permission preservation in curl 7.69.0 through 7.83.1 allows local users to read saved cookies and cache data. The cookie, Alt-Svc, and HSTS file writers create a temporary file and rename it over an existing target without carrying forward that target's restrictive mode. Exposure requires curl to overwrite one of these local files with a permissive umask, after which another account can read data that the original mode protected.
