Path traversal via incomplete joined-path cleaning

Path traversal in Go standard library net/url 1.19.0-0 before 1.19.1 allows attackers to retain parent-directory segments in joined URLs. JoinPath and URL.JoinPath clean the concatenated path incorrectly when a base URL lacks a trailing slash, leaving an appended ../ component in the result. Exploitation requires consuming application code to pass attacker-controlled relative paths and trust the returned URL for a security-sensitive resource decision.
