Administrator dashboard manipulation via permitted form elements

Stored HTML injection in Orchard Core before 1.4.0 allows remote authenticated users to target administrators via crafted content. AddHtmlSanitizer leaves the form tag in the default allowlist, preserving editor-supplied forms that can render as persistent dashboard modals. The attack requires an Editor role and an administrator to open the dashboard, where the injected modal changes the page presented to that administrator.
