Authenticated issue disclosure via unrestricted listing endpoint

Improper authorization in Bytebase 0.1.0 through 1.0.4 allows remote authenticated users to read administrators' open and closed issues. The /api/issue listing endpoint returns administrator-created issues to low-privilege accounts instead of restricting records by authorization. Any low-privilege account with network access to the service is sufficient; the disclosed impact is limited to issue confidentiality.
