Remote service interruption via exhausted TCP connections

Resource exhaustion in CODESYS Gateway Server V2 before 2.3.9.38 allows remote attackers to block new TCP client connections. The server insufficiently checks whether TCP client connections remain active, allowing crafted requests to consume every available connection slot. Unauthenticated remote access is sufficient; new clients are denied service while established connections remain intact.
