Decoder crash via inconsistent hierarchical MCU sizes

Heap-based buffer over-read in libjpeg 1.63 allows remote attackers to crash an image-decoding process via a crafted JPEG image. HierarchicalBitmapRequester::FetchRegion copies image data using MCU dimensions that can differ from those used to allocate the source line buffer. A user or consuming application must decode an image containing inconsistent component subsampling across hierarchical levels.
