Privilege escalation via unauthorized password changes

Missing authorization in Siemens SCALANCE and RUGGEDCOM web interfaces allows remote authenticated users to escalate privileges. The password-change handler processes a change request without verifying that the low-privileged account is authorized to change the targeted password. A low-privileged web account is required, and successful exploitation grants higher device-management privileges.
