Pre-auth service interruption via unbounded TokenParts parsing

Denial of service in affected VMware vCenter Server 6.5, 6.7, and 7.0 releases allows remote attackers to interrupt Content Library. The parseSecurityHeader function trusts the TokenParts HTTP header as an array size and loop bound, so a huge value consumes excessive memory and CPU. Unauthenticated access to port 443 and the /cls/resourcebundle/ handler is sufficient; exploitation causes a temporary service interruption without reported data disclosure or modification.
