Cross-team resource modification via parameter pollution

Authorization bypass in Concourse 6.x before 6.7.9 and 7.x before 7.8.3 allows remote authenticated users to alter cross-team resources. Team-scope handlers use Request.FormValue for team_name, letting a form-body value override the team encoded in the request URL. A valid session in any team is sufficient; successful requests can pause, expose, hide, rename, or archive another team's pipelines and rerun builds.
