Cross-project policy modification via unchecked rule ownership

Authorization bypass in Harbor 2.4.2 and earlier and 2.5.0 through 2.5.1 allows remote authenticated users to alter other projects' tag policies. The tag-immutability PUT handler accepts a rule identifier without verifying that the referenced rule belongs to the requested project or a project the caller may access. Any authenticated project user who can submit the update can change immutability enforcement in an inaccessible project, affecting artifact integrity and availability.
