Cross-project robot permission revocation via unchecked ownership

Incorrect authorization in GoHarbor Harbor allows remote authenticated users to revoke permissions from another project's robot account. The PUT /robots/{robot_id} handler accepts an ID and robot name from a project the caller cannot access without validating project ownership. Any authenticated user who can submit the crafted update can strip the victim robot account's permissions, interrupting its authorized registry operations.
