Local backup hang via unreleased xbstream mutex

Improper locking in MariaDB Server before 10.7 allows local users to hang mariabackup by triggering an xbstream destination-open failure. The xbstream_open error path returns when ds_open leaves stream_ctxt->dest_file null without first releasing the stream mutex, so later access deadlocks. Reachability requires local access to run mariabackup and induce the destination-open error; MariaDB disputes that the bug has adverse security effects.
