File disclosure via absolute path traversal

Absolute path traversal in CSM Server 3.5 and earlier allows remote attackers to read arbitrary server files through a crafted request. The download_doc_central_log route passes its file_path query parameter through os.path.join directly to Flask send_file, so an absolute path replaces the intended base directory. The unauthenticated route exposes files readable by the service account; repeated large-file requests also interrupt service.
