Arbitrary file read via unsafe send_file path

Absolute path traversal in PaddlePaddle Anakin 0.1.1 and earlier allows remote attackers to read arbitrary server files via a crafted URL. The web handler in docs/api_on_web/init.py concatenates an attacker-controlled filename with templates/html/ and passes the result to Flask send_file, which trusts absolute paths. The web API must be running and reachable; no authentication or user interaction is required, and the bounded impact is file disclosure and possible service interruption.
