Reflected XSS via unescaped acl_id template rendering

Reflected XSS in gacl/admin/acl_admin.php in LibreHealth EHR Base 2.0.0 allows remote attackers to execute script via acl_id. The handler copies the acl_id query parameter into a Smarty template that renders it verbatim in links and a hidden input without HTML escaping. Exploitation requires a user to follow a crafted request; injected script runs in that user's browser context and can read or modify data available to the session.
