Internal network probing via unvalidated plugin API URL

Server-side request forgery in Jizhicms 2.2.5 allows remote authenticated users to make the server request an attacker-chosen URL. PluginsController::index stores the unvalidated webapi parameter in plugins_config, appends the CMS version, and passes the resulting URL to curl_exec. Setting the URL requires a super-administrator session; a second request can then make the host probe an internal web service.
